A medium-voltage (MV) cable can pass every factory test and still fail on site. Damage during pulling, a poorly made joint or termination, water ingress or a sheath scratched by a stone in the trench are the usual causes. After-installation testing is the last chance to find these defects before the cable is energized and a fault becomes an outage.

This guide explains the tests we perform on 11 kV, 22 kV and 33 kV XLPE cables, in the order we perform them, and what the results mean.

Why test MV cables after laying?

  • Installation damage — mechanical stress, tight bending radius or crushed insulation during pulling.
  • Accessory workmanship — most MV cable failures start at joints and terminations, not in the cable itself.
  • Sheath damage — a punctured outer sheath lets moisture in; over years this causes water treeing and insulation failure.
  • Acceptance — consultants and electricity distribution companies require signed test reports before energization.

Safety and preparation

Before any test: obtain a permit to work, isolate and lock out both ends, prove dead, apply earths, and post a barrier and a person at the remote end. Disconnect surge arresters, VTs and any equipment that should not see the test voltage. Clean terminations and record cable data (voltage rating U0/U, conductor size, length, number of joints) — you need them to set test levels and interpret results.

Warning: MV cables store a large charge after DC and VLF tests. Always discharge through the test set and then apply a solid earth for at least as long as the test lasted.

1. Insulation resistance (IR) test

Using a 5 kV (or 10 kV) insulation tester, measure each core to the other cores and screen for 1 minute, and record the 10-minute value for a polarization index (PI) where required. IR values depend on length and temperature, so compare phases with each other: a phase that is much lower than the other two points to a problem. IR is a quick screening test — it does not prove the cable can withstand service voltage.

2. VLF withstand (hi-pot) test

For XLPE cables, a high DC hi-pot is no longer recommended because it can leave space charges in the insulation and accelerate failure after energization. The modern alternative is Very Low Frequency (VLF) AC testing at about 0.1 Hz, which stresses the insulation like power-frequency AC but with a small, portable test set.

  • Common practice: 3 U0 at 0.1 Hz for 60 minutes (the approach used in CENELEC HD 620). For a 12.7/22 kV cable this is about 38 kV.
  • IEEE 400.2 gives test voltage levels by cable class and recommends 15–60 minutes, with 30 minutes typical for acceptance testing.
  • Pass criterion: the cable withstands the voltage for the full duration without breakdown.

Always follow the test level written in the project specification or required by the local utility — it takes priority over general guidance.

3. Tan delta (dissipation factor) test

A withstand test is pass/fail. Tan delta tells you about the condition of the insulation. The test set measures the ratio of resistive (loss) current to capacitive current at several voltage steps, typically 0.5 U0, 1.0 U0 and 1.5 U0. Healthy XLPE has very low, stable losses. Three values are assessed:

  • Mean tan δ at U0 — overall loss level.
  • Tip-up (ΔTD) — the increase from 0.5 U0 to 1.5 U0; a large rise suggests water trees or contamination.
  • Stability — variation between readings at the same voltage; unstable readings often indicate a bad accessory.

IEEE 400.2 provides assessment tables that classify results as "no action required", "further study advised" or "action required". Tan delta is often combined with the VLF withstand test, using the same test set.

4. Partial discharge (PD) test

Partial discharges are small sparks inside voids or defects in the insulation — typically inside a badly installed joint or termination. PD testing measures their magnitude (in pC) and, using time-domain reflection, locates where along the cable they occur. This makes it the best test for finding workmanship defects in accessories before they fail. PD testing on site is usually done with a VLF or damped AC (DAC) source.

5. Outer sheath (jacket) integrity test

This test checks that the outer PVC/PE sheath is not damaged. A DC voltage is applied between the metallic screen and earth — per IEC 60229 typically 4 kV per mm of sheath thickness, with a maximum of 10 kV, for 1 minute. The sheath must withstand the voltage without breakdown. A sheath fault can then be pinpointed with a step-voltage (earth-fault) locator and repaired before the trench is closed or soon after.

Other checks

  • Conductor continuity and phasing (phase identification at both ends).
  • Conductor resistance measurement for long feeders.
  • Screen continuity and earthing of screens at terminations.
  • Final IR test after the high-voltage tests, to confirm nothing changed.

The test report

A good report records the cable data, test equipment and calibration dates, ambient conditions, test voltages and durations, all measured values, and a clear pass/fail statement signed by the test engineer. This is the document the consultant and utility will review before approving energization — and it becomes the baseline for future maintenance tests.

Frequently Asked Questions

What is the VLF test voltage for a 22 kV cable?

For a 12.7/22 kV cable, the commonly used level is 3U0 ≈ 38 kV at 0.1 Hz for 60 minutes. Always confirm the level required by the project specification or local utility.

Can I use a DC hi-pot test on XLPE cables?

High-voltage DC testing is not recommended for aged XLPE cables because it can leave trapped space charge and lead to failures after energization. VLF AC testing is the preferred method.

What is the difference between VLF, tan delta and partial discharge tests?

VLF withstand is a pass/fail stress test. Tan delta measures the overall condition of the insulation. Partial discharge finds and locates specific defects, usually in joints and terminations.

(Tan Delta)

(Sheath Test)
